Licensing & Compliance
Texas Pool Contractor License & Insurance Guide
Texas does not require a statewide pool contractor license. That does not mean pool work is unregulated — pool electrical and plumbing are licensed specialty trades, Texas811 locate notification is required before pool excavation, engineered pools require a licensed engineer, and insurance gates every pool contract. A pool contractor who skips any layer risks fines and uninsurable claims.
Licensed Electrical and Plumbing for Pools
Pool electrical — pumps, lighting, and bonding — is licensed electrical work under TDLR. Pool plumbing is licensed plumbing work under TSBPE if it connects to the potable water supply. A pool contractor who performs pool electrical or plumbing without the required license is performing unlicensed, uninsurable work. Subcontract pool electrical and plumbing to licensed professionals and collect their COIs.
Texas811 Locate Notification
Texas law requires pool contractors to notify Texas811 at least 48 hours before pool excavation. Failing to call is negligence that carriers and courts treat harshly — an unlocated utility strike is an uninsurable claim. Document the Texas811 ticket number on every pool job; it is your first defense in a utility-strike claim.
Engineered Pools and Structural Design
Engineered and commercial pools require a licensed engineer's structural design and inspection. A pool contractor who builds an engineered pool without the engineer's sign-off produces uninsurable work — carriers defend leak and structural-crack claims differently when the work was unpermitted or uninspected. Verify the engineer of record signs the design and inspects the shell.
