Licensing & Compliance
Texas Landscaping Contractor License & Insurance Guide
Texas does not require a general landscaping license, but specialty landscaping work is licensed by separate state agencies. Commercial pesticide and herbicide application is licensed by the Texas Department of Agriculture, irrigation work is licensed by the Texas Commission on Environmental Quality, and landscape architecture is licensed by the Texas Board of Architectural Examiners. Layered on top are city business registrations and the insurance that gates commercial contracts. A landscaping contractor who performs licensed work without the credential risks fines and uninsurable claims.
Pesticide Applicator License (TDA)
The Texas Department of Agriculture issues commercial pesticide applicator licenses for anyone applying pesticides or herbicides for compensation. The license requires examination, continuing education, and renewal. Unlicensed application is a violation and an uninsurable claim — carriers deny claims arising from work performed without required licensing. Maintain the license and verify your GL covers the chemical class code.
Irrigator License (TCEQ)
The Texas Commission on Environmental Quality licenses irrigators who install, maintain, or repair irrigation systems. The license requires examination and renewal. Irrigation work performed without a TCEQ irrigator license is unpermitted and uninsurable. Verify your GL covers irrigation completed operations if you perform this work.
City Business Registration
Most Texas cities require a business registration and proof of GL insurance before issuing a landscaping business permit. Cities including Arlington, Fort Worth, Dallas, Houston, Austin, and San Antonio commonly require GL minimums of $300K–$1M. Some require a surety bond in lieu of a license. Check each city's contractor registration page before you bid.
